Concord Vineyard Improvement Program

$1.325 million to Concord Grape Growers for Vineyard Improvements – to remove unwanted Concord vineyards and replant grape varieties or other agricultural crops.

Concord vineyards of an acre or more of land.  Active or abandoned. Live and/or dead vines. Work cannot begin until a contract is established.

Rolling application period. First come first served, until funds are expended. Priority will be given to abandoned vineyards close to vineyards in commercial production.

Applications accepted Oct. 15, 2018 through Oct. 15, 2022.

Each eligible project must not exceed $50,000

Funding is up to $1,500 per vineyard acre which includes:

  • 50% of removal cost of Concord grape vines
  • 25% of replanting cost (trellis, plant material, labor) Seed costs are not eligible.
  • Removal projects should be completed within 12 months of approval.
  • Replant projects should be completed within 36 months of approval.

To be eligible a business plan must show an increase in production, enhanced farm profitability and/or increased environmental compatibility of the farm operation or IPM compatibility with neighboring vineyards.

Vineyard Improvement Program FAQ’s

Can I get a contract on a vineyard that I already removed?

No. The contract can only be established on an existing vineyard.  Work cannot begin until a contract is established.

Can I replant Concords?

Yes. If the business plan shows that by keeping it as a renewed Concord vineyard there will be an increase in production, enhanced farm profitability, and/or increased environmental compatibility of the farm operation or IPM compatibility with neighboring vineyards.

Is drainage work included in the land preparation?

All reasonable costs are eligible but most growers will exhaust the $1,500 per acre maximum without installing drainage.

Application for consideration to receive financial assistance to enhance vineyard operations.

    If you answered "yes" to all questions in Section 1, proceed to the next section.
  • Section 2: Attestations

    If you answered "Yes" to any of the above questions. you will be asked to upload a detailed explanation and submit it with a complete application. Your application will be reviewed, however program eligibility cannot be guaranteed. If you answered "No" to all questions, proceed with the full application.

  • (a) He/she is authorized to execute this application on behalf of the farm operation and that to the best of his/her knowledge, information and belief , all statements in the application, including all attachments herto and any affidavits, certifications or supplemental information provided herewith, are true and accurate. (b) Applicant will be obligated to repay any grant funds received under this Program in the event (a) its application, including any information provided therewith or thereafter, contains any material misrepresentations ; or (b) the grant was made in error and the applicant is not entitled to assistance under the Guidelines; or (c) it fails to provide documentation to support any grant payments. (c) In the event the applicant fraudulently represents any information in the application or supporting documentation, CCE and NYS Ag & Markets may exercise any and all remedies available to it under the law and shall refer the matter to the appropriate authorities for prosecution. (d) This application is a request for assistance and does not obligate CCE to award any funds. (e) Budget calculations in the application are subject to review and adjustment. Under no circumstances do the calculations imply award of funds. If approved, award may be adjusted or rescinded if warranted upon comparison of all documentation. (f) The receipt of any grants made under this Program is subject to the approval of NYS Ag & Markets. (g) All documents submitted will become property of LERGP and will not be returned. (h) LERGP and CCE reserve the right to modify the requirements of this application and to require additional information from the applicant. (i) LERGP and NYS Ag & Markets may reject any application that it deems incomplete, ineligible for assistance or inappropriate for funding. (j) Complete applications must be submitted by October 15, 2022, to be considered for funding. (k) In accordance with IRS regulations all Program Assistance disbursed to an applicant will be reported by CCE to the IRS and CCE shall mail a Form 1099 to you at the address provided. (l) Applicant agrees to indemnify and hold harmless CCE, NYS Ag & Markets, and LERGP, as well as their respective agents, directors and employees, for any claims arising from the administration of this Program. (m) Applicant agrees to comply with the New York State Southern Tier Agricultural Vineyard Improvement Plan guidelines and requirements. (n) If funded, the application is subject to audit for a period specified in the contract with CCE and NYS Ag & Markets. (o) Applicant's name and any grant award may be used by CCE or NYS Ag & Markets in its promotional materials.
